The Ministry of Education has published a new draft of the procedure for organizing educational activities for basic general educational programs. If it is approved, it will become mandatory for all Russian schools. The main innovations relate to family education and online learning.
For the first time in a single document, parents are clearly told how to transfer a child into family education, what documents to submit and where, and what rules must be followed.
How does a family switch from public schooling to family education? Here is the procedure:
- Inform the local government body about the transition to family education and receive confirmation of registration of the student as a homeschooled student;
- Choose a school for intermediate and state final certification;
- Apply to the selected school with a written statement;
- Obtain an approved schedule for passing intermediate certification (indicating the frequency and procedure for its implementation);
- Send an application for expulsion to the "old" school. This must be done within 5 working days from the date of registration of the child as a homschooled student.
Also, the plan details new features of network learning — using distance and electronic technologies. Now, not only schools can participate in its implementation, but also cultural organizations, scientific, medical, sports, and other organizations. They can conclude an agreement with the school, stating what the children will be taught and which programs will be used.
Of particular importance, now there is a real mechanism for crediting achievements made by students outside the walls of government schools. Suppose a child is engaged in sports: why not give him an automatic assessment of physical education? Or count lessons in a music school in music lessons? The new document provides all the possibilities for this.
“For the first time it has been established that the implementation of general educational programs using the network form is carried out by specialized institutions, including using distance technologies and e-learning, based on the formation of an individual curriculum taking into account the actual level of knowledge of students,” the explanatory note to the project says.
In addition, the organization of educational activities for students in the form of family education or self-education has been regulated, a list of documents has been established, as well as a clear procedure for students to switch to homeschooling.
